The national Veterinary Ordinance was approved by the National Assembly Standing Committee on 29 April 2004 and took effect from 01 October 2004. The Veterinary Ordinance has provided an important legal basis for the prevention and control of animal diseases and epidemics, for animal quarantine and slaughtering and for state control of veterinary medicines and veterinary jobs. However, after 10 years of implementation, some shortcomings in the Ordinance have been revealed regarding its practical application and long-term vision. Therefore, the members of the National Assembly Standing Committee have agreed that it is necessary to develop and establish a Veterinary Law.
On 18 September 2014, the quarterly meeting of the OHCN brought together 24 participants from 12 national and international organizations to share updates on ongoing and planned activities and to discuss key issues related to One Health communications in Viet Nam.
The Center for Public Health and Ecosystem Research (CENPHER) is a research center belonging to the Hanoi School of Public Health (HSPH). The precursor of CENPHER was a post-doctoral research project on environmental sanitation and health issues as part of the Swiss National Centers of Competence in Research North-South (NCCR North-South) program at HSPH. Three years the research group was formed, CENPHER was founded by HSPH on 1 June 2012 as a research centre affiliated to the school. The objective of CENPHER is to conduct and strengthen interdisciplinary research capacity at HSPH.
On 25 June 2014, the Ministry of Agriculture and Rural Development (MARD) organized a ceremony to announce the Prime Minister’s Decision on the establishment of the Viet Nam National University of Agriculture.
From 9-11 July 2014, a One Health Forum was held at the Seoul National University, South Korea. The Conference was co-organized by the Institute of International Health of Michigan State University, the Veterinary College of Seoul National University and the Asian Association of Veterinary Schools.
The project “Strengthening Capacity for the Implementation of One Health in Vietnam” (SCOH) was funded by United States Agency for International Development (USAID) via United Nations Development Programme (UNDP). Project implemented in partnership with Ministry of Agriculture and Rural Development (MARD) and Ministry of Health (MOH) will contribute to the reduction of the threats to public health from avian and pandemic influenza (API) and other emerging infectious diseases (EIDs) through the application of a One Health approach in Viet Nam.international networks.
The project: “Vietnam Avian and Human Influenza Control and Preparedness Project” is co-financed by the Government of Vietnam, AHI Facility Trust Fund, PHRD Grant of Japan and IDA Credit with a total project cost of around US$38.0 million. The project is implemented by the Ministry of Agriculture and Rural Development (MARD) and Ministry of Health (MOH) in 11 selected provinces, namely Lang Son, Ha Tay, Thai Binh, Thanh Hoa, Ha Tinh, Thua Thien Hue, Binh Dinh, Tay Ninh, Long An, Dong Thap, and Tien Giang for a 4-year period from 2007 to 2010.
The Vietnam Integrated National Program on Avian Influenza, Pandemic Preparedness and “One Health”, 2011-2015 seeks an International Consultant on Expert on Human Health, Pandemic Preparedness and Response – Appraisal of draft national sectoral plans and provision of written inputs on the human health and pandemic preparedness sections of the Vietnam Integrated National Program on Avian Influenza, Pandemic Preparedness and “One Health”, 2011-2015.
The Vietnam Integrated National Program on Avian Influenza, Pandemic Preparedness and “One Health”, 2011-2015 seeks an International Consultant on Eco-systems Health / Dealing with Zoonotic Diseases at the Animal-Human-Environment Interface.
Background During the past decade, Vietnam has experienced successive significant threats to public health and economic growth from the international transmission of new strains of zoonotic viruses including SARS, Highly Pathogenic Avian Influenza A(H5N1) and the Pandemic (H1N1) 2009. The Vietnam Integrated National Operational Program for Avian Influenza (OPI), 2006-2010 (the “Green Book”), has provided a framework for activities by national agencies and international partners with the overall objective of reducing the health risk to humans from avian influenza by controlling the disease at source in domestic poultry, by detecting and responding promptly to human cases, and by preparing for the medical consequences of a human pandemic. A mid-term review of the OPI was conducted in 2009 with 43 recommendations for the future period.
