Vacancies for National Consultants

The Vietnam Integrated National Program on Avian Influenza, Pandemic Preparedness and “One Health”, 2011-2015 is expected to build on the activities and achievements of the OPI. The proposed scope of activities and tentative objective for the new plan is to reduce and mitigate the risks to public health and economic growth associated with new and emerging diseases by:

(i)    Sustaining the response to HPAI A(H5N1) in animals and humans

(ii)    Continuing to enhance multi-sectoral pandemic preparedness and response

(iii)    Beginning to address wider infectious disease risks at the animal-human-environment interface

The Hanoi Declaration adopted by consensus at the International Ministerial Conference on Animal and Pandemic Influenza: The Way Forward (IMCAPI Hanoi 2010) in April 2010 identified key points for global action on HPAI A(H5N1), pandemic preparedness and addressing other significant public health threats at the animal-human-environment interface. The recommendations of the mid-term review of the OPI and the action points in the Hanoi Declaration adopted at IMCAPI Hanoi 2010 provide an important basis for planning for the coming period.

National planning activities are being organized in the period from August to November 2010. Sectoral plans will be available within October 2010. The overall Vietnam Integrated National Program on Avian Influenza, Pandemic Preparedness and “One Health”, 2011-2015 will be prepared by a national drafting team and will consolidate the inputs from individual sectoral plans prepared by national technical agencies, taking into account inputs from several international and national expert consultants. The final draft of the consolidated plan is expected to be completed by December 2010.

 


NATIONAL Expert on Animal Health (01)
This assignment will provide high quality inputs on technical and policy aspects of the development of the animal health section of the Vietnam Integrated National Program on Avian Influenza, Pandemic Preparedness and “One Health”, 2011-2015, drawing on expert understanding and professional experience within the sector in Viet Nam.

The National Consultant will report to the Director-General of the International Cooperation Department of the Ministry of Agriculture and Rural Development, who is the Director of the Secretariat for the Partnership for Avian and Human Influenza (PAHI Secretariat). The National Consultant will work under the operational supervision of the Manager of the PAHI Secretariat, who is supported by UNDP’s Partnership Development Specialist.

The National Consultant will work jointly with other consultants to be mobilized to support the development of the national plan, in particular an International Consultant on Animal Health and Livestock Production, and a National Consultant on Livestock Production. The National Consultant will also work with other consultants in the overall team to ensure effective integration and coordination of inputs, including incorporation of “One Health” aspects and an overall financial costing.

Specifically, the National Consultant will carry out the following activities:

  1. Collect relevant documentation with the support of UNDP, PAHI Secretariat, MARD Department of Animal Health (DAH), MARD Department of Livestock Production and FAO.
  2. Review related documents including the draft plans prepared by national technical agencies.
  3. Conduct interviews with key informants at central level (national agencies, international partners) and local level (Lang Son, Hue, HCM City).
  4. Provide inputs and support to the drafting of the overall plan. Inputs will take the form of review, comments and suggestions on:

a. national sectoral plans and budgets
b. the draft presentations of initial findings by the international consultant
c. the draft and final assignment report of the international consultant.

Activity (3) will be carried out jointly with other consultants. Activity (4) will support the international consultant with timely, high quality inputs providing feasible and effective recommendations in a Viet Nam context.

Qualifications

  • A veterinary degree or similar related qualification from a nationally/ internationally recognized faculty and a minimum of 8 years of proven experience in programme planning and management
  • Preferably, post-graduate qualifications in epidemiology, animal disease management or disciplines related to animal disease diagnosis and control.
  • Sound knowledge of avian influenza control measures in Vietnam
  • Experience in review, design and appraisal of complex programmes in the agriculture sector, including formulation of high level technical recommendations taking into account feasibility in terms of political, economic, human resource capacity, cultural and other factors.
  • Experience working with Vietnamese agencies responsible for the national response to HPAI
  • Capacity to work with a wide range of stakeholders
  • Excellent spoken and written Vietnamese; good spoken and written English

 


NATIONAL Expert on Livestock Production (01)
This assignment will provide high quality inputs on technical and policy aspects of the development of the livestock production section of the Vietnam Integrated National Program on Avian Influenza, Pandemic Preparedness and “One Health”, 2011-2015, drawing on expert understanding and professional experience within the sector in Viet Nam.

The National Consultant will report to the Director-General of the International Cooperation Department of the Ministry of Agriculture and Rural Development, who is the Director of the Secretariat for the Partnership for Avian and Human Influenza (PAHI Secretariat). The National Consultant will work under the operational supervision of the Manager of the PAHI Secretariat, who is supported by UNDP’s Partnership Development Specialist.

  • Sound knowledge of avian influenza control measures in Vietnam
  • Experience in review, design and appraisal of complex programmes in the agriculture sector, including formulation of high level technical recommendations taking into account feasibility in terms of political, economic, human resource capacity, cultural and other factors.
  • Experience working with Vietnamese agencies responsible for the national response to HPAI
  • Capacity to work with a wide range of stakeholders

This assignment will provide high quality inputs on technical and policy aspects of the development of the human health and pandemic preparedness section of the Vietnam Integrated National Program on Avian Influenza, Pandemic Preparedness and “One Health”, 2011-2015, drawing on expert understanding and professional experience within the sector in Viet Nam.

The National Consultant will report to the Director-General of the International Cooperation Department of the Ministry of Agriculture and Rural Development, who is the Director of the Secretariat for the Partnership for Avian and Human Influenza (PAHI Secretariat). The National Consultant will work under the operational supervision of the Manager of the PAHI Secretariat, who is supported by UNDP’s Partnership Development Specialist.

  4. Provide inputs and support to the drafting of the overall plan. Inputs will take the form of review, comments and suggestions on:

a.    national sectoral plans and budgets
b.    the draft presentations of initial findings by the international consultant
c.    the draft and final assignment report of the international consultant.

Activity (3) will be carried out jointly with other consultants. Activity (4) will support the international consultant with timely, high quality inputs providing feasible and effective recommendations in a Viet Nam context.

Qualifications

  • A medical or public health degree from a nationally/internationally recognized medical faculty and a minimum of 8 years of proven experience in public health programme planning and management
  • Preferably, post-graduate qualifications in epidemiology, disease survelliance and response, or related disciplines with relevance to human influenza, public health emergencies and emerging diseases including zoonoses
  • Sound knowledge of emerging diseases control and pandemic preparedness measures in Vietnam
  • Experience in review, design and appraisal of complex programmes in the health sector, including formulation of high level technical recommendations taking into account feasibility in terms of political, economic, human resource capacity, cultural and other factors.
  • Experience working with Vietnamese agencies responsible for the national response to HPAI
  • Capacity to work with a wide range of stakeholders
  • Excellent spoken and written Vietnamese; good spoken and written English
  • Experience working with Vietnamese agencies responsible for the national

 


Location
The duty station for the assignment is Hanoi, Viet Nam. The consultant is expected to travel to Lang Son (1 day), Hue (2 days) and Ho Chi Minh City (2 days).

Duration
Duration (contract period): up to 20 days between 18th October and 17th December 2010. Timing will be coordinated with other international and national consultants to be mobilized to support the development of the national plan.
