Hanoi, April 24, 2026 – The Signing Ceremony of the One Health Partnership Framework for Zoonotic Diseases for the 2026–2030 period was held under the co-chairmanship of H.E. Phung Duc Tien – Vice Minister of Agriculture and Environment, H.E Trần Văn Thuấn – Vice Minister of Health, and H.E. Madame Pauline Tamesis – United Nations Resident Coordinator in Vietnam. The event brought together approximately 150 delegates and 57 member partners, including government agencies, international organizations, development partners, diplomatic missions, research institutes, universities, associations, and the private sector.

In addition to hundreds of attendees, leadership representatives and technical officers from other regions, countries,  provinces and cities of Viet Nam participated via an online platform

Expanding the Network and Commitments

The 2026–2030 One Health Partnership Framework was built upon the achievements of the 2021–2025 period, during which over 100 One Health programs and projects were implemented. The expansion from 33 to 57 partners demonstrates the strong growth of the network and the deepening commitment of all parties toward promoting the One Health approach in Vietnam

Speaking at the ceremony, Vice Minister of Agriculture and Environment Phung Duc Tien emphasized:

"Diseases are transboundary; they are not the responsibility of a single sector or country. Today’s figure of 57 signing partners is not just a symbol of growth but also our promise to future generations. I believe this solidarity will flourish even more in the 2026–2030 period to guide us toward a safe and sustainably healthy world.

Key Priorities for 2026–2030

The Framework for the upcoming period will continue to promote multi-sectoral coordination between health, agriculture, and the environment, focusing on:

  • Strengthening One Health system capacity.
  • Surveillance, prevention, and control of zoonotic diseases.
  • Controlling emerging and re-emerging diseases.
  • Managing antimicrobial resistance (AMR).
  • Animal Welfare
  • Ensuring food safety.
  • Integrating environmental factors, biodiversity, and climate change into disease prevention.
  • Promoting the translation of research into policy on OH. 

The United Nations Representative in Viet Nam, Ms. Pauline Tamesis, spoke at the ceremony: “Today’s signing marks a turning point for Viet Nam’s health security. When we protect the health of our animals, our ecosystems, and our environment, we protect people. One Health is not a concept — it is a call to action that sits at the heart of the 2030 Agenda — advancing Good Health and Well-Being (SDG 3), Life on Land and Below Water (SDGs 14 & 15), and Zero Hunger through safer food systems (SDG 2). The United Nations is proud to stand alongside the Government of Viet Nam as a committed partner, and we look forward to turning this renewed partnership into tangible results for communities across the country.”

Vice Minister of Health Tran Van Thuan stated that the Ministry of Health affirms that participation in the One Health Partnership Framework is not merely engagement in a coordination mechanism, but a strategic choice to safeguard public health from an early stage, through strengthened forecasting, surveillance, and prevention of health risks at the human–animal–environment interface, in line with the strategic shift from treatment to prevention.

In the coming period, the Ministry of Health will continue to work closely with the Ministry of Agriculture and Environment and partners to focus on three key priorities: strengthening institutional frameworks and intersectoral coordination mechanisms; enhancing the capacity of preventive health, food safety, and epidemiological surveillance systems towards greater integration, data sharing, and early response; and promoting scientific collaboration, international cooperation, and resource mobilization.

A Collaborative and Transparent Mechanism

The 2026–2030 Framework is established as an open and flexible multi-sectoral cooperation mechanism. It is managed through a participatory method involving co-chairmanship, voluntary participation, and rotation between government agencies and international organizations, implemented from high-level leadership down to technical working groups.

This approach ensures:

  • Joint ownership, transparency, and effective coordination.
  • A collective voice and shared responsibility among all parties.
  • Strong multilateral cooperation to address increasingly complex and transboundary disease risks.

International Support and Global Integration

International partners and diplomatic missions expressed strong commitment to accompanying Vietnam in this new phase. H.E. John McIntyre, Chargé d’Affaires of the U.S. Embassy, H.E. Ito Naoki- Ambassador of Japan, H.E  Marie Keller, Chargé d’Affaires of  French Embassy to Vietnam, Deputy Ambassadors of Ireland, Australia,  New Zealand Embassies along with other development partners, pledged to provide technical and financial support and share international expertise.

Furthermore, key international organizations and technical partners co-chairing technical working groups—such as FPI, FAO, CIRAD, ILRI, and WOAH—affirmed their long-term partnership through policy support and specialized initiatives.

Conclusion

The event marks a significant milestone, showcasing the proactive role of the Vietnamese Government and the international community in protecting the health of humans, animals, and ecosystems. It reaffirms Vietnam's active contribution to One Health initiatives regionally and globally, aiming for sustainable development
