The Government issued Decree No. 35/2016/NĐ-CP dated 15 May 2016 on detailing the regulations and guiding the implementation of some articles in the Veterinary Law.

The scope of this Decree includes:

  • The specialized management agency system for animal health and the regimes and policies applicable for veterinary officers in communes, wards and towns.
  • The cost of animal disease prevention and control.
  • Provisions for suspension and prohibition of export and import of animals and animal products.
  • Conditions for production, trading, import, analysis and testing of veterinary drugs; regulations on Good Manufacturing Practices (GMP) for veterinary drugs.
  • Conditions for veterinary professional practice.

This Decree applies to in-country and foreign entities and individuals pertaining to veterinary activities within Viet Nam and will take effect from 1 July 2016.

The Ministry of Agriculture and Rural Development has issued Circular No. 07/2016/TT-BNNPTNT dated 31 May 2016 on the prevention and response to zoonotic diseases in terrestrial animals. 

This Circular stipulates details of some articles in the Veterinary Law on the prevention and control of diseases of terrestrial animals, including:

  • The list of zoonoses for which outbreaks must be announced, the list of diseases that can be transmitted from animals to humans, and the list of diseases in animals for which slaughtering and curative care are prohibited;
  • Regulations on mandatory preventive care, requirements for veterinary hygiene and sanitation in cattle raising, and eligibility criteria for animals and animal products to be transported out of endemic disease areas;
  • Regulations on the use of veterinary medicines that are not cleared for circulation in Viet Nam in emergency circumstances, for timely prevention and response to zoonoses;
  • Reporting, diagnosing and investigating zoonoses;
  • Mandatory management of animals contracting diseases or showing signs of contracting diseases, and animal products with pathogens that are in the list of zoonoses for which outbreaks must be announced, the list of diseases that can be transmitted from animals to humans, or where causes of new infectious diseases are found;
  • Eligibility criteria for announcing the end of a zoonotic disease outbreak.

This Circular applies to in-country and foreign entities and individuals pertaining to terrestrial zoonosis control activities within Viet Nam and will come into effect from 15 July 2016.
